I think its suppose to simulate vibration of somesort that a heli cam may get while zooming around. Try setting all your video settings to low to see if it turns the effect off? I have a Nvidia 6800 and assuming everyone else is seeing it too?

In the last 2 months, a couple people have had weird TS issues where some people in a channel could hear them and others could not. Seems restarting TS client solves the issue. But how do you know you have the issue when some people respond to you?

Definitely try the card in a second machine if you can.

Also the problem started after installing a new sound card. Rule that out by completely removing all sound hardware and/or disabling in the bios if onboard. Run the game/windows without any sound and see if it still happens.
