I'm glad you guys are at least saying "EA sucks". I've been reading a lot about this and tons of just uneducated comment-ers talking about how DICE is such a bad developer.
1. EA wants to publish something every year, and by this evidence, the years switch between DICE and whatever the new developer would be (i.e. Visceral, Criterion, etc.). DICE is still doing 2 years to make the next and developing all-the-while.
2. This is the same as Call of Duty. EXACTLY the same. Activision usually publishes, InfinityWard/Treyarch develop.
