Did you change your DNS in your router settings or your Local Area Network properties (or both)?

Maybe you can try connecting via your modem directly instead of you router?

@Yonder - Different PCs in same network, wired. And that hosts file I already checked but forgot to mention, everything was ok, site wasn't listed in there.

@RazY - Changed DNS in LAN properties, not router settings.

(still using proxy to access the site)

Hmm I doubt it will do anything but you could try switching the Ethernet cables. Other than that the only thing I can think of is to try a different OS so we can see if it's a hardware or software issue on your computer

Better change DNS in the router settings, since the router is the gateway.
But if entering the IP address does not work, DNS is not the issue.
Your ISP seems to blocks the access

It can't be the router or ISP because he can access it on a different computer on the same network though.

Missed that one. Yonder is of course right then.

Can you connect the PC directly to the internet without router and still not access GC?

If you have a Firewall/Antivitus enabled on your PC did you try deactivating it?

Edit: Oops, just noticed you already checked those, but maybe something is still messed up there so try without. Maybe also boot in Windows safe mode with network to see if something gets in the way.

it means that both your PC and the other one make all the way to the server.
you do have connection to the box the website is hosted on.

why you can't load it then? either because something is blocking that IP or its content from your side, or your IP is blocked from the website side.

But if the IP was blocked by the site he wouldn't have been able to access from a different computer on the same network. The server doesn't "see" the internal IP

I jst killed my firewall and AV and for a brief moment I could see the GC website, like the background loaded, and then I lost internet connection immedaitely, had to go restart the router, after restarting same problem as usual, couldn't load the gc website same as before, even tho all the security was shut down....

I still don't understand what is going on but now I can access the site with Friefox as long as I don't try to do it with IE. Jst now I am writing this from firefox, no proxy, no other settings changed. 2 mins ago I tried firefox and it worked, so I tried IE whilst Friefox was running, and IE wouldn't go, then when I went back to Firefox it wouldn't load the site either! It's like my PC remembered "oh hsit, I shouldn't go there". Then after turning IE off and waiting a couple of mins and trying again with FF it's working and I'm writing you this over FF!

well, at least you narrowed it down to software problem.

are you using latest IE?
in IE properties, check that the security [internet, local, trusted and restricted] and privacy are on Default (click the "default" button just to make sure, then hit apply)
you can also try to set the "advanced" tab to default if the above didn't work.

you could also try to restore your system to a previous checkpoint using system restore, provided you have an earlier restore point. it might work, and it probably won't break anything. it also creates a restore point before rolling back so you can always undo the changes.
