Same FPS on LOW and HIGH, graph shows constant big spikes

I need help. I have FPS issues and constant graph spikes.

I get about the same FPS on LOW that in HIGH, and my drawwgraph is going crazy up and down the entire time.
My Sys specs: AMD Phenom II x4 995, 3200 Mhz
Radeon 7950
Win 7
SSD

Brand new graphics card. I belive I was having the same issue with my old card 6850HD

While uparking cores could help it is mostly due to your cpu bottlenecking and amd's bad gpu drivers

how do you know AMDs drivers are bad?
i have an old 5850HD and it gives out a steady 65+FPS on 1080p, low.
seems pretty good to me.

Kidbagz, check that the spikes are not a result of a HW bottleneck like CPU or RAM.
then check your GPU/CPU temperture to see that its not throttling.
try windows 8 if you can. download and install the trial version on a spare HDD and see if it helps.

i know the drivers are bad because i have a 7970 and in battlefield 4 changing resolution changes how much load the graphics card is under. As in on lower resolutions your graphics card just wont do 100%, instead it will stop at 60%

It's well known that AMD drivers have been really bad with BF4, why do you think DICE/EA almost stopped working with AMD as a hardware partner.
It's all about the card in question also, some cards works really well and others dont, some cards are overclocked from the maker and those can sometimes have settings that are too low, for example core voltage.
I know several people who have had to up their core voltage to get their card to run smoothly.

That's funny cause dice and amd do this mantle thingie together. Doing a promo hardware partnership is a pure matter of $$, not sympathy or technical reasons.

Yep, well that were the news earlier.
DICE released a "finished" product as well and haven't been able to fix anything in 4 weeks...

Although You'd have some bottleneck with that system, it wouldn't look anything like this. That is extremely erratic on both CPU and GPU. If you haven't fixed this by now, I'd say your SDD failed, or you have some nasty programs running in the back.

AMD has just released their latest certified driver yesterday (14.4). The 7950 should support Mantle, which as far as I read helped some in stabilizing those spikes. Not sure how effective this would be, but I think it's worth a shot.
