If you're willing to have a player in your squad that can't do callouts, can't audibly acknowledge orders, and can't provide any useful input in the heat of battle, that's up to the division captain or even the squadleader, in my opinion.
Side note, found in the TS3 FAQ:
be sure to select Push-To-Talk during the setup as it's mandatory.
