From what I'm hearing some account priveledges causes it to disappear while others can see it. Go ahead and use this link here for now.
Dunno on TS, its down for me to.

Some people who were drafted don't see it. Just hit 'Enlist Now' and then select the side you are already playing on. It will be replaced by the EC button.
