Secondly there are some hunting sports where bow hunting is allowed where centerfire is not, and some guys may want to simply trade out a crossbow onto their AR-15 after they've spent good time and money on putting a better trigger and stock on it.
Today's crossbows are extremely accurate and lethal so I must admit the licensing part is a bit strange, but I think it's the same all over the world.
