AKM has a ton of recoil but high damage, I'll upload a vid with that gun. Seems like until you can buy the guns for both sides the cops have the gun advantages (at least for Operator class)
And you guys thought the bf4/3 spawns were bad. I've repeatedly had people spawn behind me while neutralizing an objective. Also, my grenades will occasionally freeze in the air when I throw them and explode in my face. I guess you could say it's mostly same crap in a different toilet.

So I figured out a bug/"feature" to use any gun on any side. Just set the gun you want in battlelog on the side you want and don't mess with it in game and huzzah! M16A3 for the criminals.

Also so far as I can tell you can do damage to scout choppers with normal weapons - assault rifles etc. I think that means once pubbies realise you can do that, flying the scout chopper is going to get a lot more hairy.

Second sniper rifle with magnum bullet does 20-70 damage to attack chopper.

lol, this was a bug in bf4 to, nice to see that they are sharing the code base

Currently the weapons' balance seem kind of retarded. But in principle:
Players can also unlock a Weapon License for faction specific weapons after getting 300 kills with the weapon. Licenses allow players to use these weapons for both factions, but the weapon is still restricted to its class and each weapon requires its own License (http://battlefield.wikia.com/wiki/Battlefield_Hardline)
However I don't have 300 kills with the M16 but do have a weapon license for it. The Battlelog loadout thingy does seem like either a bug or another beta "feature" as you can select every weapon you bought. and the loadout works in game.
