This site exists because, well, some people are idiots. They don't intend to be idiots mind you.
Somebody logs on to BattleField 2, jumps in a tank they camped nearly MINUTES for and then boom!, they've driven over a teammate's mine - probably backwards. They're angry naturally. They just did something really stupid and everybody knows it. But what to do? How can they vent their frustrations? Kick a kitten? No kittens available. *Buy* a kitten and then kick it? Their mom wouldn't let them buy a kitten. Then what?
Just then, like some miracle from KittenLand, a little dialog pops up. It reads:
Do you want to forgive inn0cnt_te4mm4te for your stupidity?
Yes they do. Yes they want to vent their frustrations. It's your fault somehow that they drove over that mine, that's it. It's your fault they didn't see that enormous glowing red skull as they approached. It's your fault they got picked last in gym class. So they start jamming on that No key that they've mapped to all the biggest buttons on their keyboard.

they've got a list of "idiots" .. some awards and so on

But I think there is a lot of inproper behaviour on the public servers.
Just remeber: your tag is your reputation.
There is a list. Thats what matter.
But look also at the rest of the page, it is fun
Do the idiot test, my belly doesnot stop shaking from laughing.
