Someone on the battlelog forums told me this:
The first computer you used to download might have worked in a network with an IP locale different than yours. For example in a workplace, that could be IP in a different country, like US for example. When you moved your PC, the IP locale change to Argentina, and if you don't have the same release date for BF4 in Argentina, download can't resume.
Solution would be connecting to a VPN in US, with FlyVPN software or directly through windows.
