Being commander in BF2 was also boring most of the times (talking about public play). However, I wouldn't be so quick to pass judgement that a commander is useless. Wait a few weeks when all the "check out and test all the new stuff" has settled and some more serious gameplay starts evolving and pass judgement then if a commander is useless or not. In public play, being a commander can be frustrating if the team ain't paying attention/cooperating and the opposite is also true, having an ignorant commander is worse then not having a commander at all.
i enjoyed playing as a commander in BF2. i played as a commander a lot. on public servers (only).
in BF2 you had a separate cool down for every feature, and the feature was not related to your team progress (unless it was physically destroyed in your base). when a UAV or artillery was deployed, no one was alerted, and nobody could stop it.
now you have a fill bar. shoot a rocket? can't drop vehicle. promoted a squad? can't shoot rocket. etc..
to have a rocket, a vehicle drop or even a squad promotion you need to hold the corresponding flags. bah.
not only that enemy commander can see where your missile is going an hour before it hits and alert everybody 10 times, it can also simply deploy the no-cost EMP UAV and destroy it in the air. Great.
The BF2 commander wasn't a game-changer. And the BF4 commander is 10 times weaker.
apart from being a platform to easily see the overall battlefield, friendlies and enemies, and provide some spotting its utterly useless in its current form.

Really hope they get all of these server issues worked out. Theres a lot of gems to this game. Going to need a comprehensive manual on a lot of stuff.
Side note, I finally did find a server that didn't lag or crash. So it either Dice put out a hotpatch or theres something about the GSPs hardware. Unfortunately its on the west coast.
